IMPORTANT NOTICE! This procedure is only applicable for FIRST TIME TRANSACTIONS and APPLICATION FOR SPELS ONLY. For non-first time transactions, read our RETURN AND RELEASE POLICY HERE.
For eligibles who have taken the CSC exam / have been conferred an eligibility, or SPELS applicants that were based / have served in Region V, but are currently in NCR and other areas outside of the Bicol Region, this procedure will allow you to be able to transact with CSC RO V. This conduit procedure allows your documents to be forwarded by CSC RO V to the CSC Regional (RO) or Field Office (FO) nearest your location outside of Region V. Follow the steps below.
1. Secure your documentary requirements. Take extra attention to, and strictly comply with, the documentary requirements and payment details as specified in the TRANSACTION SELECTION PAGE, as you are transacting from afar. Incomplete / incorrect submissions shall be disapproved, and the documents shall be returned.
2. Include in your submission an originally signed formal letter of request for CSC RO V to release your documents via a conduit CSC Regional / Field Office. Address the letter to:

Rawis, Legazpi City
Specify in your letter which Regional / Field Office you want your documents forwarded to. Also, cite the reason for your request for conduit release. Furnish the Director IV (for CSC RO) or Director II (for CSC FO) of the specific office you want your document released with your letter request.

Finally, please note that you shall bear all the courier / delivery fees for sending your documents to the conduit RO / FO. As such, enclose in your envelope / parcel a separate postal money order (PMO) for the same.

Our preferred courier services are OCS and JRS. Rates are as follows:
For CALABARZON and NCR: P150 - 250, depending on the specific location. Inquire with the branch in your location the rate from Legazpi City, Albay.
For outside NCR, inquire if there is coverage for the said courier services in your area. If there is, inquire the courier rate from Legazpi City, Albay to the CSC RO / FO in your location. If your area is not covered by these couriers, we shall send your documents via the postal service.
3. Send your documents to CSC RO V via mail / courier. Address your parcel to the CSC RO V Regional Director as indicated above.
4. Once your request / application is processed, your documents shall be forwarded to the CSC RO / FO specified in the letter request. You are required to PERSONALLY APPEAR at the CSC RO / FO to claim your documents once they become available.
IMPORTANT! To reiterate, strictly comply with the documentary requirements as detailed in the guide in the previous page. For non-compliant submissions, your request / application shall be DISAPPROVED, your documents returned to you, and we shall use the provided courier / delivery fee to return the documents to you.
Submissions without enclosed PMO for the courier fee shall not be sent until the same is provided.
