ALTPROC: SPELS Guide - Skills Eligibility


To be properly guided in the preparation of the specific documentary requirements for your application for Skills Eligibility, carefully read the guide below.

IMPORTANT NOTICE, PLEASE READ:
 
APPLICATION PERIOD AND APPROVAL POLICY: The application period for skills eligibility SHALL NOT BE EARLIER THAN ONE (1) WEEK before the expiration of the temporary appointment. You may still submit your application period once this has lapsed, however, we shall require you to submit your RENEWAL appointment as proof that you still hold the same position. The renewal must be signed ON OR BEFORE the expiry of the previous temporary appointment.

Also, per CSC Resolution No. 1101645, the date of effectivity  of your eligibility (and as such, the date of processing of your application) shall NOT IN ANY CASE BE EARLIER THAN THE COMPLETION OF THE ONE-YEAR TEMPORARY APPOINTMENT
 
 
All documentary requirements enumerated herein (including Transaction Fee) only pertains to the application for this specific eligibility. If you want to be issued a Certificate of Eligibility (COE) outright after your application is approved, submit the documentary requirements for the issuance of the certificate of eligibility along with your application documents.


Please also note that processing of SPELS Application is REGION-BASED. As such, if you are currently in Region V, but have served / attended school in another region, you are advised to submit your documents directly to the CSC Regional Office that has jurisdiction over your place of service / school attended. Inversely, if you have served / graduated within the Bicol Region but is now based outside of the region, please read our procedure for the RELEASE OF DOCUMENTS VIA A CONDUIT CSC REGIONAL / FIELD OFFICE.
